I would think that, unless the IPL is declared "abnormal", they should.
Things that may declare an IPL as abnormal include if someone did an
ENDJOBABN when the system was last running.
You might be able to do a "manual" IPL and bypass ptf installation if
needed.
I did not see anything on CHGIPLA to bypass ptf installation.
