A union would work.
SELECT amount AS amount, 0 AS debit
FROM yourfile
WHERE amount >= 0
UNION ALL
SELECT 0 AS amount, amount AS debit
FROM yourfile
WHERE amount < 0
You might want to look at the UNION ALL part, you might not need the "ALL",
but you can play with it.
