The problem is that the underlying GUI builder components for VARPG have not been updated for a very long while now - the original "owners" in IBM moved on to a different system (VARPG was piggybacking on their visual components). VARPG was able to maintain the components, but never able to update them - that's why it all looks like Win 95 - it never made it to XP let alone Vista.

I think something along the lines of what you are discussing may have been considered at some point but never made it past "thinking".
