In general, this is all about support. An application that says it
requires SQL Server 2005 may run under SQL Server 2000, as Michael
already mentioned.

However, i'm quote sure that the vendor of that application will deny
any support if he figures out that you're running an unsupported
configuration. Or maybe the added a version check to their program to
ensure that their customer's won't run such unsupported scenarios.

Depending on what that application does exactly and what databases it
supports, SQL Server Express may be an alternative for you - it has
some severe scalability restrictions and not all applications support
it, but it may be an option.

Also, SQL Server isn't that expensive, depending on how many clients
you have. You can license SQL Server either on a per user, per device
or per socket scheme.
