Hi Nick

It's not so much that you can't IPL, but that if there is no console you
can't *complete* the IPL.

During the IPL the system searches for a console and if it can't find one
throws an error with (usually) SRC A600 5008 on the front panel. At this
point there is some microcode running and you can use the 65+21 functions on
the front panel to change the console configuration and allow the IPL to
complete.

As Lukas said using the 65+21 functions may take a couple of runs through to
get right. They are not the most user friendly process but they do work when
done right - it just takes a bit of practise and a thorough read of the
instructions. Searching the archives for 65+21 will give you some links most
likely.
