Unused sessions are unlikely to be contributing except during the job  
start process and this can be a significant hit. Sessions that are  
just sitting in DSPW will not be contributing. However, one has to ask  
if they're not being used why are they being opened?
Error recovery in a subsystem monitor that is handling interactive  
work can also contribute.
I want to make sure its not a program loop or something.
It's not that unless you have programs looping in multiple interactive  
jobs in which case I'm sure you'd be hearing about it from other  
sources.

Get yourself a copy of "Aiming for Zero Interactive on iSeries". It's  
a PDF published in 2003 and lists the things that contribute to  
consuming Interactive capacity.
Start the Collection Services (use Navigator). Let it gather data. Run  
CRTPFRDTA to load the performance database files. Query the QAPMJOBMI  
file using the query shown in that PDF. This will show all the jobs  
that have consumed interactive capacity during the monitoring period.
