The only way this would work is if the PDF was converted to am image and
inserted into the email, or converted to HTML.

PDF "as" the email is something that, even if it did work, would rely
heavily on the email client of the user.

So if PDF is what you want, attachment is what you'll most likely end up
with. But, if you want to make emails "pretty" then HTML is your best
bet. Even that opens up another can of worms.
