Let's rearrange a few things to help clarify.
Yes, RTH on SBMJOB.  The default for job queue is *JOBD.  The default for 
JOBD is *USRPRF.  If you want to segregate by user id then assign a job 
description, which uses a different job queue to the user profiles.
 For example

        JOBQ(CLERKS) 
        OUTQ(*USRPRF) 
        INLLIBL(*SYSVAL)
        LOG(4 0 *NOLIST)
        LOGCLPGM(*NO)

          JOBD(CLERKS) 
If you want to segregate by job name then create a job description for 
those. Then all of the places that do a SBMJOB would have to use the ORD 
job description.  A bit more of a pain searching code then separating by 
user.
