If you have a process that relies on arrival sequence. Perhaps a log
file, or a multiformat flat file for EDI, then gaps in the middle would
get reused throwing off the process.

You create a table with DDL from SQL and it WILL default to reuse deleted
records. It's just files created from DDS that do not.
