ILE was first introduced in V2R3, although it was not very "integrated" as the only language supported at that time was C/400, which you had to license separately. *MODULEs were introduced as part of V2R3, as they are an integral part of "ILE", as are the CRTPGM and CRTSRVPGM commands, also introduced in V2R3. Interestingly, the UPDPGM or UPDSRVPGM commands were not originally in V2R3, although I seem to recall that they may have been added to V2R3 via PTFs at a later time.
