The CPW workload does not consume 100% CPU, so no a direct 
comparison of 50% CPU equating to 50% of the CPW cannot be made.  
The targets for CPU utilization vary based on the number of 
processors and queuing theory.

I really wish it were that simple!  Things like quantity of 
processors, L2 and L3 caches, memory card speeds, partitioning, 
etc. can have a huge impact to the relationship between CPW 
rating and measured CPU utilization.
