No, because it's system-domain.

Standard IBM API: user-domain, system-state
Standard IBM program: system-domain, system-state
A standard user program can invoke an IBM API (that is system-state)
but cannot invoke an IBM program (that is system-domain). Consider the
state attribute as a bridge between domains (not quite true but good
enough for this metaphor).
