I have also see the Linux number skewed when people try to include systems running embedded Linux.

If you count every device running some flavor of embedded Linux, the numbers jump way up. Tivo and many other DVRs, some cell phones, some game systems, many routers, many cable modems, etc...

It would be cool to see actual statistics on Linux-based devices and systems in use, compared to Windows-based devices and systems...
