Many vendors will work with you on this.  If you truly will not be using the
software except when the alternate system is "the active" system, many
vendors will allow you to pay for only one license.  Others will only allow
you one license, but will give you a quick access to create a key under
disaster if necessary.  Some we have found are less cooperative.
