Right now I have a 3yr old 520 with 2GB memory and 600/30 CPW and for
*most* things it performs perfectly fine. Given that fact and given that
out I am/was planning on getting 4GB memory and will have something like
4x the CPW (I believe, though I see they didn't include that on this
quote), I am wondering why the recommendation? Again, this is *just* a
developer machine (I am actually limited to just that per the Partnerworld
ISV lease agreement).

One of the other main reasons I want this machine is so I can "stay in
touch with" older OS/400 releases (i.e. V5R1 through V5R3) for some
customer purposes, and then this machine would keep current on releases.
So as you can see I am not necessarily in need of more horsepower but
instead just a second up-to-date machine.

Thanks for everyone's comments so far (including the offlist ones - you
know who you are ;-)

Get at least 6 disks and the basic RAID controller. Otherwise, you'll
have to wait ages for the simplest of maintenance tasks to complete.
Also, get a decent amount of memory. I think the 1 core machine maxes
out at 16GB, which sounds reasonable for a small machine.

On a final note, does anybody know if you have multiple LPARs of IBM i on a
single box without having an HMC?

Yes, on Blades utilizing VIOS's IVM. On standalone machines, you need a HMC.

What kind of connection would I need to get for a
dumb terminal?

On the Power6 standalone machines, your options are LAN Console or
HMC. On the blades, your options are LAN console.

If you have a HMC, you can configure the system to use a Twinax
console. But for that you need an expansion unit, and for the
expansion unit you need at least a 2 core machine that supports
12x/HSL2. Basically, you'd need to plunk down 40k to get a Twinax
console - it's no longer an option.
