Rob,
He is going to do a Save to Virtual tape, FTP the images to the new
machine (with factory installed i5/OS on it), and dup the images to the
LTO-4 tape. Then he will do a D-mode IPL from that newly created tape which
will work fine. You are right that you can't restore LIC from Virtual tape,
but that wasn't his plan.

And I did some serious browsing of the restore instructions.
I just don't think you can restore either LIC or OS from virtual tape.
Your best bet is the DUPTAP.
