Thanks, Bryan, that did the trick.  I don't do PTFs often, and our systems
administrator is out of town.  The client needs to get this applied this
weekend.

It sure would be nice if the message returned was a little more indicative
of what the actual error is, huh?

there is not need to givethe full path name for the .bin file since you are

using TOFILE(*FROMFILE).

When you created the imgclg you "pointed" it to a directory. I will assume  
you used '/fixes'.

so just change the FROMFILE() to just SI28425_1.bin
