I found the definition of vanilla in Document Number: 454746342  

    Systems with tape libraries, Network Server Descriptions (NWSDs), 
    custom subsystems that are responsible for TCP applications, and 
    so on should not use the IPL Attributes.

We do, at our prod machines internally and at all our customers machines.

We use STRTCP(*YES) at the around 100 machines that are under our control, and have never seen any issues with it. Or at least not in the past 4 years.
