Jeff,
When I look at the cell format in excel, it shows that it is a percent
field with 2 decimal places. I looks like it is coming across in the
right format but, for some reason I can't begin to fathom, excel is
rounding the number down.

I have never tried what you are doing (POI), but I have a thought.
After the spreadsheet is created, right-click and do a Format Cells on
that cell. Maybe it will give you a clue as to what excel is 'thinking'
about the cell format.
