  Not sure where that information was found, but the reference is 
incorrect for the signed Packed & Zoned BCD [Binary Coded Decimal] 
representations on both the i and z systems.  All of the 0xA through 
0xF are valid sign nibbles. 
http://en.wikipedia.org/wiki/Binary-coded_decimal clarifies in a 
table for the /Packed BCD/ but fails to include a similar table for 
its description of the /Zoned decimal/ BCD.  Both the 0xB and 0xD 
indicate negative data.  See the IF test in the modified UDF I gave
