The problem was that the password was corrupted. I changed it and it is working now.

What do you mean by "assign an application to a digital certificate"?
Why would someone want to do this? Is this something you can't easily
type into the DCM?

To automate things instead of requiring a user to follow a bunch of
manual steps.
