For instance I have a 16 byte character field with binary data

beast? I suppose I could create a 256 byte array with the values
"00" to "FF" and convert each character field to a binary field.
Is there an API that can make my job easier?

Probably in many cases just a language builtin function based on or using the CVTCH MI instruction itself should suffice versus calling an API to accomplish that task; e.g. C2X(), HEX(). Depending on where there is the need, there may be a function already available; e.g. in message handling for data logged in a job message queue strings may be implicitly converted to hex when not character data and message variables can be explicitly designated to format as *HEX.
