geared mostly towards their program (MMAIL), but it is generic enough that

But when I sent a test to an outside email it never makes it to the
exchange server. Never shows in the exchange transaction logs,
internal email test do show.

Probably not relevant to the situation at hand, but:

I've seen cases where the native SMTP and MSF got into a fight with
something else (Lotus Notes, I think) over (if memory serves) the
SMTP
port. The results were not pretty, and so long as the fight
continued,
it kept anything that went through MSF from working.
