My own understanding is that the "allocated length" is part of the
record itself, while whatever is beyond it is stored in a heap that is
also part of the member.
And storing data in a heap does have some overhead. As does storing the
length itself.
Of course, there's also the extreme case of CLOB and BLOB fields, which
are so alien to RLA that even in MI, they're only accessible through
SQL, and you're doing well if you can even open the file through RLA.
