You can't count on %PARMS being set to -1.  For a procedure call, %PARMS 
requires that an operational descriptor be passed.  When the operational 
descriptor is not passed, calculating %PARMS might get MCH3601 and 
%PARMS would return -1.  But %PARMS might find some old garbage at the 
place where it would look for the operational descriptor, and in that 
case it would return whatever value it found, maybe -5 or 2 or 13 or 
whatever.
