Along with this same vein, we are putting in our verification steps that 
the system is healthy after an IPL to try a telnet to it from another 
system or to fire up an System i Access for Windows session.
To see if telnet is listening at all you can do 
NETSTAT OPTION(*CNN)
F13=Sort by column
Local Port
F14=Display port numbers
and look for port number 23 (telnet).  YMMV if using SSL (honestly I do 
not know SSL).

Ran this on a system console on a lpar with no other 5250 activity and 
there should still be one job there on 23.
