From what I can tell a side/by/side upgrade is not allowed on this since the

blade cannot support V5R4. So here are my questions:

1) If it is not supported then I would need to upgrade the box that I want
to convert from to V6R1 then reload the blade from scratch with its option
21?? (01D)??
2) Is there a roadmap document to convert from a power box running 5.4 to a
blade that needs 6.1. if there is does anyone have a link to it.

This is at the point that you have done your object analysis on the 5.4 and
you have build and are ready to load your 6.1 LPAR using VIOS.
