That's very unusual. IBM usually preloads the OS, unless you
specifically order the machine without any preload.

That's incorrect. The IP the IBM i will obtain through BOOTP from your
machine. Configure your PCs IP address to a static address in the same
subnet. Disable all Security and Firewall Software that may interfere
with the BOOTP Server in OpsCon.
