A later post indicates the problem was resolved by a PTF; thus this is just FYI, more generally.

FWiW, the above stack indicates the change file processing took an unmonitored exception msgXXX#### T/QDBCHGFI TM/QDBCHGFI STMT/17910 such that the Default Exception Handler took control. Presumably that exception is then handled, but in a manner which then results in a loop vs hang condition; depending on the inquiry message reply handling, such a loop could be a side effect of a bad auto-reply. A trace would show more detail; many refreshes of the stack view may also show more details, but less efficiently and easily missing much. If instead the condition were a hang [in RUN, or at least other than MSGW or LCKW], then the previously noted LIC process dump would be of more interest.
