I also did set the default route per the documentation:

Look at
Networking > TCP/IP setup > Configuring TCP/IP > Configuring TCP/IP for
the first time
The last step I completed was "Starting TCP/IP".
It did appear as if connection was started.

You would also normally have a *DFTROUTE (in option 2 from the CFGTCP menu),
but you won't need that to connect to anything on the same subnet of
192.168.16.x.

I am on the opcon now, and tried to configure the ETHLINE for The Access
users.
I set the IP on the iSeries ETHLINE (T6?) to be 192.168.16.30 and the IP
address alias on the win2k8 server to be 192.168.16.20. I am not able to
ping the ETHLINE on the iSeries. I did run through the "active the tcp
connection" section of a manual that I finally found on IBM.
It appears to be active, but maybe it isn't. I have an option network
enabled on the router to route 192.168.16.0/24 through 192.168.16.1, and I
am able to ping that address from the win2k8 server. So that tells me there
is one more step on the iSeries to make it respond on the ETHLINE (beside
plugging in a cable, which I did!).
