  Restore the spool files from a backup that was taken using the 
SAVLIB SPLFDTA(*ALL) parameter [or other supported save interface, 
since v5r4], with "*ALL" suggesting to include spooled files 
associated with the saved *OUTQ object(s).
  As Tommy alluded, although some data [as records\rows & some in 
the member associated space, but none in a documented format] may 
still be available in members of the spool database files in the 
QSPL#### library after the CLROUTQ, any use of the reclaim spool 
storage RCLSPLSTG command and the effect of the QRCLSPLSTG system 
value could eliminate some of the database members that held the 
data.  But more importantly, any new spool files that were created 
since any of those spool files were deleted might have had their 
data replace any of the data from any old\deleted spool file.  So 
really, given the likelihood of both actual and worthwhile retrieval 
of the data into spool files via an unsupported method using the 
implementation objects in the QSPL library to reconstruct spool 
files is so remote, best to refer to the original response.
