That was my problem...I was trying to use CHGOBJOWN....
I was also trying to use an authorization list, but as you say, the results
seemed to be less than optimal...

Drop the adjective in the middle. IOW instead of CHGOBJOWN, try CHGOWN.
You also may want consider using authorization lists (see CHGAUT) but
stream files don't play as nice with authorization lists as /qsys.lib
objects do.
