That's what I get for posting before I tested the snot out of it.

I use an INSERT to populate the target table with a copy of the
production data, but that doesn't cover all the possible conditions, so
I need to add some more rows with custom values.  In order to avoid
accidental duplicate rows, I'm doing a subselect ...where key not in
(select key from...) and the subselect is using a UDF that accepts a
null value.  ...(select key from payroll where isactive(emp, NULL)...)

The subselect is failing with SQL0206 Column NULL not in specified
tables.  I verified that by running only the subselect.  Sorry for the
trip down the rabbit hole.
