I completely agree the HOSTS table should be short. There are some 
entries you can ONLY place there however for example the somewhat odd 
'Anynet' names. DNS *IS* your friend.

As to your upgrade thoughts though the suggested method is IBM Supported 
and I use it for more than half my hardware upgrades. It allows for much 
lower downtime for the customer, testing on the new platform while the 
old one stays in production, and no downtime lost upgrading the old one. 
And in many cases these days the old system cannot be upgraded to a 
level supporting the new system. Skipping a release is valid for many 
customers. Do I recommend it for everyone? Nope - you should stay 
current when you can - but each upgrade must be planned in the customers 
environment to meet their requirements.
