Then get a Mac. It will show one page PDFs directly within the e-mail client. Multi-page documents are handled differently--like normal attachments. I suspect this is just a mail client thing. Apple Mail must examine the attachment/inline file and decide whether to render in place or not. Large attachments can be examined via QuickLook without (generally) having to detach or open a specific application.

It does much the same with images too.

Not sure it matters since both types of PDF are sent the same way but here is the MIME information used:
