You can't empty a tape. CLEAR *YES will just overwrite it with zeroes
(or random data. I have no clue.).

INZTAP with CLEAR *NO will logically clear the tape - i.E. the OS will
see it as empty. From that point on, you can overwrite the past backup
with the new backup.

All CLEAR *YES will do is make your tapes and your drive break sooner.
