I can understand why. We've had backup's hang for some really obscure
reasons - reasons that took IBM a month or two to come out with a new ptf.
If it is 'hung' and the users are about to show up for their shift we
want to abort it and start processes back up.

We do the CHKTAP early on, before killing any processes. If we end it
because of that we send the message out right away.

MSGW? Don't know as if I would wait until the same time that we do the
first part before we cared.
