It's a directory hanging off the root of the IFS called tmpCache.

So the path to the file is usually something like,
/tmpCache/100023232345-0712546

tmpCache has PUBLIC *RWX and MYID *RWX (although in production we'll be
removing the PUBLIC.)

The file that gets created gets

PUBLIC *RW MYID *RWX and is owned by MYID. But there is no data in it :-(
