This is not optimal!  Clearly the 'Current state of console tag' being 0 
is bad. You definitely want that to be 4 for HMC. I believe if you set 
option 4 and press ENTER it will set the console tag to 4.  Since V5R3 a 
tag value of 0 may cause 'no console' issues and this may be what you're 
seeing.
