On supported versions of the OS QSYS2 is in the system portion of the
library list (unless altered). The entry you might want can be retrieved
with
SELECT CATALOG_NAME FROM locations WHERE CATALOG_TYPE ='LOCAL'
No special authority needed (on supported versions of the OS).
Every system 'should' have one local entry.

or some related API.

Remember, the system name, (or something like it) appears 4 times in
CHGNETA alone
CHGNETA SYSNAME(MAIL3) LCLCPNAME(MAIL3) LCLLOCNAME(MAIL3)
NWSDOMAIN(MAIL3)...
Do not assume they are all the same.
