This sounds like some code I did for a client that would limit which
user-ids could perform a CD inside of FTP. We did this by coding to the
Exit point (WRKREGINF) take option 8 next to QIBM_QTMF_SERVER_REQ VLRQ0100
and see if you have a program monitoring this.

Subject: FTP Server rejecting requests
All,
I'm having issues with my FTP server on my V5R4 box. Folks can log on fine,
but when trying to do a CD, they're getting a "request denied" message. All
authorities are fine. The message being logged in the QTFTPXXXXX jobs is
TCP12F5 FTP server unable to determine system name.
Any ideas?
Thanks,
Mark.
