If it makes you feel any better in 7.1 you go to
STRTCPSVR SERVER(*IBMHELP)
TCP/IP server *IBMHELP does not exist.
So it was as popular as a turd in a punch bowl.

While it was nice to have your own local copy of Infocenter in case IBM's
happened to be down the same weekend you were doing a system upgrade, you
ran the risk of having obsolete information. Most people weren't keen on
checking for updates.
