We live in a global economy today thanks to the Internet and Al Gore :-)
Unfortunately companies do and will continue to outsource going into the
future.
Can't say that I like the outsourcing philosophy, but the economics can
be compelling for large corporations.

One minor point to ask about this abstract. If this statement "But
rarely does it work" is true, then how come outsourcing continues to
happen, and is a huge industry today?
I, for one, do not believe it "rarely works". Therefore, I think the
approach in asking Congress needs to be for a different reason.
