If you're not opposed to guesting the DVD to all LPARs, you can 
set up 1 vSCSI host in the LPAR that "owns" the DVD device.  All 
other partitions can have a client vSCSI connection to the vSCSI 
host see platters in the DVD drive.  

No switching and more than 1 LPAR can access the physical media 
in the drive at the same time.  However, don't expect great 
performance when you do that.
