Yes, I would expect this if I looked at the queue, which holds its own
ordering sequence. But I doubt that the queue shares that information with
the spooled file "object" itself, so cannot see how WRKSPLF could be
influenced by WRKOUTQ values. But if so, then I would expect QUSRSPLA to
reveal the additional value. I've not found anything that fits.

If f File was on hold and then released it will be last the queue
regardless of it created date/time. The queue order besides priority
level
of files is usually FIFO.
