You're right. Unless that cartridge tape drive is ran off of a card and
not imbedded in the CEC it's almost a guarantee that the IOP controlling
the tape drive also controls disk.

If not there's a way in STRSST to reset that.
1. Start a service tool
7. Hardware service manager
Device Concurrent Maintenance
If you don't know the device you can try
DSPDEVD TAP01
Record resource name
WRKHDWRSC *STG
Expand some of these using option 9.
and you can shut down the card controlling it (ie CMB01 or some such
thing) using Device Concurrent Maintenance.
