I am not sure that there would be a way to do that from that angle.
I would submit a Design Change Request that RSTOBJ and RSTLIB have a
parameter which says if RSTLIB is not equal to SAVLIB then should tables
have their journalling turned off. And, what should the default response
be? Keeping in mind that a shop which uses commitment control would have
all their testing blow up if the tables were not journaled. Should the
options be: *YES, *NO, *SYSVAL?
Another option might be *RSTLIB which says to use the journalling
attributes of the restored to library.
