I forgot to mention that you have to check for NULL in the case that the table is empty.

I don't know what is wrong with your statement but why don't you use INTO?

exec sql SELECT MAX(NSQNO) + 1
         INTO :NSQNO
         FROM NPAI WHERE NENVCD = : wEnvCd AND NDOSNO = : wNoRf;

Here's an extract from the compile listing :
