Thanks for the link. I do have the code from the October article you are
talking about. I was actually just looking for the example to see if
there is anything I have missed or to see if I can glean any deeper
knowledge. I have a small service program that I wrote which is REALLY
close to the toolkit you mentioned. In fact, I was quite surprised at how
close it was when I saw the code. But anyway, just trying to make sure I
have it grasped from all angles.

You normally have to write to them Booth.
But why not use something pre-built and much more modern - for example
the dynamic arrays toolkit published in System i News in (I think)
October and November. Very comprehensive set of tools.
I'd give you a URL but so far I can only find the code repository

which points to November for there you can select October.
There's another open-source set of dynamic array routines out there,
but darned if I can remember who wrote them - maybe someone else will
recall it.
