Why use a left outer join? Well, any time you need to process all the 
parent records, and have values from children that match. In embedded 
SQL, the join gives you just one statement to process, only one cursor. 
One alternative is prepared statements with parameter markers and 
FETCH... USING... - the latter may have a slight advantage over a remote 
network but is more complex code, certainly - doable of course.
